The Governance Programme in the Fifth National Development Plan (FNDP) originates from the vision for Zambia which Government announced in 2006, that is for Zambia to become a middle income country by 2030. As part of the overall vision a number of sector visions were formulated. In the case of Governance the vision is total adherence to principles of good governance by 2030.
One of the most important initiatives under which the vision of governance is being realized is through the Governance Programme in the FNDP.
A Governance Programme is being prepared with a developmental objective, that states:
“A Zambia where the citizens and the communities they live in have an opportunity to earn a dignified living, raise healthy and educated families, participate in economic, political, cultural and social decision making in a safe and secure environment with respect for the constitution and fundamental rights and where rule of law prevails”.
